Dutch and German languages present a challenge to the hypothesis that head movement is driven by inflection. The contrast between main and embedded clauses in verb movement suggests that only main clauses involve verb movement to a fronted position. The prediction based on Kayne’s proposal is that finite verbs, inflected for Tense, should move to T in all clauses, with this movement being visible in fronting. However, morphology does not seem to decisively determine verb movement. The argument here is that despite initial appearances, morphology plays a crucial role in determining overt verb movement.
